Governor Dennis Daugaard signed an Executive Reorganization Order on January 12, 2011. (Press release) Several aspects of the order directly impacted the organizational structure of the Department of Tourism and State Development.

The Department was made up of five divisions – SD Arts Council, Governor’s Office of Economic Development, SD State Historical Society, Office of Tourism, and Tribal Government Relations. Governor Daugaard's reorganization returned the Governor's Office of Economic Development and the Office of Tourism to Cabinet-level agencies. It also created the first-ever Department of Tribal Relations.

The Department of Tourism retains the SD Arts Council and the SD State Historical Society. The Governor's Office of Economic Development retains association with the SD Housing Development Authority, the Ellsworth Development Authority and the Science and Technology Authority.
